ESP Utilities Group partners with Vistry on heat network adoption

ESP Utilities Group (ESP), a leading operator of multi-utility networks, has agreed a  strategic partnership with Vistry to adopt heat networks across four existing sites,  to support the housebuilder in the transition of its operating model.

Key highlights: 

  • ESP adopts 2,200 of Vistry’s existing heat network connections and the customers they serve.
  • A suite of group-approved contracts is in place for new opportunities, providing Vistry regions with a consistent and ready-to-use framework for

engaging with ESP.

  • ESP is now a trusted partner to Vistry, with an agreed commercial model in place and is selected to participate in all future heat network tenders.
  • Vistry regions can continue to use their own design and build contractors but will engage with ESP early to ensure adoptable standards.
  • Early engagement with ESP enables optimal solutions to reduce cost and unlock value across all utilities (Electric, Water, Wastewater, Heat and Gas).

Under the agreement, ESP, a multi-utility network adopter and operator with 25  years of experience, will assume responsibility for the ongoing operation and  management of Vistry’s existing district heat network portfolio and associated  customer base, while also supporting the delivery of infrastructure across two new  sites.

Serving more than 1.1 million connections nationwide, ESP combines large-scale  operational experience with investor-grade financial strength and deep multi utility expertise. This foundation underpins ESP’s role as a trusted long-term  partner to housing providers—offering the capability, stability and assurance  required to manage essential infrastructure over decades.

As heat network regulations are introduced, developers and housing providers are  increasingly seeking partners who can deliver not only technical solutions, but also  long-term operational confidence. ESP’s approach focuses on working closely with  development partners to design and operate utility networks that are compliant,  resilient and customer-focused from day one.

Veolia, a global operator with over 50 years of experience in energy infrastructure  and heat networks will operate and maintain the networks on behalf of ESP. These currently include four existing networks totalling approximately 2,200 heat networks.

A suite of group-approved contracts has been established as part of the  agreement, incorporating defined consumer protections, service standards, and  operational requirements. This provides a consistent contractual and commercial  approach for all future projects, simplifying engagement for regional teams.

Vistry’s regional businesses will continue to appoint their preferred design and build  contractors, with the agreement designed to complement existing delivery models.  Early engagement with ESP will support the development of heat and energy  strategies and help ensure systems are aligned with adoptable standards.
